Tampa, FloridaECG was retained by Tampa General Hospital (TGH) to assist in identifying and evaluating opportunities to strengthen its partnership with the University of South Florida (USF). ECG represented TGH’s interest in a highly structured and collaborative joint planning process.
The Challenge
TGH and USF have partnered in pursuit of high-quality medical education, innovation, and research since the 1960s. After years of growth and expansion, both TGH and USF shared an interest in reexamining the short- and long-term strategic, business, and financial objectives of their relationship. USF had retained the Chartis Group to assist them in this process, and TGH had asked ECG to ensure their interests were represented in the planning process.
TGH and USF were seeking to develop, assess, and ultimately select a new clinical enterprise model with the goal of greater alignment. In their current state, the corporations had separate systems with various joint facilities, but no larger aligned enterprise governance. The parties were seeking a model that would allow for greater strategic, business, and financial alignment to more effectively sustain and develop their short- and long-term growth.
Our Solution
ECG completed the following key activities:
- Facilitated a joint work session with TGH, USF, and Chartis to develop an understanding of overarching goals and objectives, as well as perspectives on faculty-physician alignment
- Formed design principles for legal, clinical design/operations, finance and funds flow, and marketing and communications joint work groups to consider throughout the planning process
- Developed three physician organization model options and solicited feedback regarding the preferred model with stakeholders from the involved parties
- Developed a straw model for the proposed joint venture practice model (NewCo), including the medical group, physician structure, governance and leadership, and financial model
- Built a model for the affiliation and clinical enterprise decision-making forum
- Created clinical and academic funds flow methodology and mapping to reflect the new organizational structure
Our Results
ECG developed a term sheet consistent with the guiding principles developed by both parties to:
- Collectively align strategic planning across the clinical and academic activities.
- Consolidate and jointly manage the operations of their collective physician enterprise.
- Provide for coordinated investment and growth across all mission areas.
One of ECG’s key recommendations was the development of a joint venture medical group with full authority for the business and financial affairs of the collective physician enterprise. Following the final report, TGH and USF announced the formation of a new clinical affiliation, officially launching USF Tampa General Physicians (USFTGP) as the new physician organization to unite both USF Health and Tampa General Medical Group in 2022.
